It’s 9:30 on a rainy Saturday morning, and the first customers have begun to line both sides of Dogwood Lane in Atlanta, a residential road minutes away from Atlanta’s Hartsfield Jackson International airport. Behind the Buddhist temple, just past street’s intersection with a busy commercial strip, there are about a dozen homes before Dogwood dead ends. 

On days when Lisa Chhoeung hosts her “Cambodian pho” pop-ups, parallel parking spots go quickly.
